Location

The Laurel Canyon Commercial Corridor Redevelopment Project Area is located in the North Hollywood area of the eastern San Fernando Valley.

The 248-acre project generally follows Laurel Canyon Boulevard from Burbank Boulevard to Vanowen Street; Victory Boulevard from Saint Clair Avenue to Colfax Avenue; and Burbank Boulevard from Whitsett Avenue to Lankershim Boulevard.

Conditions at Time of Adoption

The Project Area was adopted in 1994 to address the severe impacts on the area caused by the Northridge Earthquake. Since adoption, many of the blighting conditions affecting the area have been alleviated. The one significant exception being Valley Plaza Shopping Center, which continued to decline despite numerous efforts by the private sector to redevelop it.

Therefore, the redevelopment plan was amended in 2009 to change certain time and financial limits and establish the ability to acquire certain commercial properties by eminent domain.

Key Accomplishments

  • Purchase and installation of playground equipment for Valley Plaza Park.
  • Support for development of the Sidney M. Irmas Transitional Living Center and Valley Shelter (also known as L.A. Family Housing Corp.), on Lankershim Boulevard.
  • Construction was completed in November 2010 on Ivy Terrace, a 52-unit housing development in Van Nuys for households with incomes ranging from very low- to moderate income. The development attained formal LEED Silver Certification.

Five Year Plan

California Health & Safety Code Section 33490 requires that redevelopment agencies adopt a Five-Year Implementation Plan demonstrating how the goals and objectives, proposed programs and projects, and planned expenditures for their project areas will lead to the elimination of blight and implement low- and moderate-income housing requirements.

The latest report covers fiscal years 2010-2014 (July 1, 2009 through June 30, 2014).  The Five-Year Implementation Plan is found under Plans & Work Program.
